I am pleased to inform you the U.S. Office of Personnel Management (OPM) has issued final regulations on recruitment, relocation, and retention incentives. The regulations are available at www.opm.gov/fedregis. The final regulations revise the interim regulations by making a number of technical modifications, corrections, and clarifications. The final regulations continue to provide agencies with additional flexibility to help recruit and retain Federal employees and better meet agency strategic human capital needs.
