Ms. Moone serves as the Chief Human Capital Officer and Chair of the Small Agency Human Resources Council (SAHRC). In this role, she represents over 100 small and independent agencies on the Chief Human Capital Officers Council (CHCOC), ensuring their engagement on matters relating to Federal strategic human capital management and policy.
Jamesa is the Director of Human Capital for the Executive Office of the President (EOP), Office of the United States Trade Representative (USTR). She serves as the principal human resources advisor to the United States Trade Representative and Assistant U.S. Trade Representative for Administration. She manages the Office of Human Capital and Services and leads the agency’s strategic human capital policy and programs.
Prior to joining the USTR, Ms. Moone served as the Director of Human Resources for the First Responder Network Authority (FirstNet), an independent authority within the National Telecommunications and Information Administration of the U.S. Department of Commerce. She was also the Deputy Chief Human Capital Officer for the EOP, Office of Management and Budget for several years. In these capacities, her portfolio included oversight and management of strategic human capital, workforce and succession planning, talent acquisition, executive resources, training and development, performance management, human resources policy, labor and employee relations, data analytics and measurement, leave and compensation and program assessment.
Jamesa also served as a Senior Policy Analyst for the U.S. Department of Education where she was responsible for the financial management and policy administration of federal grants in the Office of Elementary and Secondary and Education and Office Postsecondary Education.
In addition to her federal experience, Jamesa has extensive private sector and higher education experience in leadership, training and human resources. She was previously a Consultant for Ellucian, Director of Human Resources and Training at American University and the Director of Student Leadership Programs at the George Washington University. She also served as an adjunct instructor at the University of Maryland (College Park) and GWU (Mount Vernon College) teaching courses on leadership and career development. Jamesa holds a Master’s degree in Education Policy and Leadership from Miami University (Ohio) and Bachelor’s degree from Hampton University. She is the recipient of numerous agency awards for superior leadership and exceptional commitment to the advancement of Federal human capital programs.
