Ms. Starlisha (Star) Anderson is the Office of Management and Budget (OMB) Deputy Chief Human Capital Officer and Human Capital Director under the OMB Assistant Director for Management and Operations in the Executive Office of the President. Ms. Anderson oversees the OMB Human Capital Office, which provides human capital support to all OMB employees. She is responsible for providing expert consultation in the recruitment, selection, and development of those who fill key policy positions in OMB, and improving organizational excellence. Prior to joining OMB, Star served as the Director for Human Resources Operations, Policy, and Programs and Acting Director for Civilian Human Resources at the Navy’s Commander, Navy Installation Command Headquarters – responsible for the enterprise-wide human resources program. Her career includes serving in key leadership and human resources positions at the National Aeronautics and Space Administration (detailee), the Department of Justice, the Department of the Air Force, the Department of Defense Civilian Personnel Advisory Service, and the United States Coast Guard. Star is a 2014 graduate of the DoD’s Executive Leadership Development Program, and has a Bachelor of Arts degree in Communication from The State University of New York at Buffalo and a Master of Science degree in Human Resource Management from Troy University. Star has more than 19 years of Federal human resources experience at various levels.
