Deputy Chief Human Capital Officer: Karen Newton Cole

Karen Newton Cole serves as the Deputy Chief Human Capital Officer for HUD. She is responsible for all matters related to employee and labor relations, HR End-to-End, Bureau of Public Debt initiatives and other project management initiatives, executive development, and field support services.
Karen is a 15-year veteran executive with HUD and has served in several executive leadership positions during her tenure. These positions include service as the Deputy Assistant Secretary for Troubled Agency Recovery (1997-2002), the Deputy Assistant Secretary for Operations and Management (2002-2010), the Director of Receivership Oversight (2010-2011) and most recently as the Acting CHCO.
Prior to coming to HUD, Karen was a member of the law firm Reno & Cavanaugh, PLLC, a public interest firm that specialized in representing non-profit organizations with particular emphasis on housing related matters. Karen graduated from the University of Pittsburgh with a Bachelor of Arts in Political Science and received her Juris Doctorate from Antioch School of Law. Additionally, Karen holds a Master of Science from George Mason University in Conflict Analysis and Resolution.
