Shawn Flinn

Shawn Flinn is currently the Human Resources Director and Deputy Chief Human Capital Officer for the U.S. Department of Justice.  Prior to assuming his current position in March, 2020, he was the Chief Human Resources Officer for the Executive Office for United States Attorneys.  He serves as the principal advisor to the CHCO and Department Leadership on human resources policy and programs focusing on employee selection, compensation, benefits and merit systems accountability.


Mr. Flinn previously served as the Executive Director, Human Capital Policy and Programs for the Department of Homeland Security (DHS).  His leadership helped DHS to achieve hiring targets, integrate workforce planning into human capital operations, develop career paths and retain DHS employees.  He previously served as the Sr. HR Advisor to the Under Secretary, Border and Transportation Security where he advised the Under Secretary on human capital issues for approximately 110,000 employees within DHS.


Mr. Flinn began his Federal career at the International Broadcasting Bureau (Voice of America).  He has over 30 years of human resources management experience in the military, private sector and the federal civil service, and has served on active duty in the United States Marine Corps.  He has a Masters of Public Administration and a Bachelors of Science in Public Administration from George Mason University.
