Ronna Rowe Garrett

Ms. Ronna Rowe Garrett, serves as the Executive Director, Defense Civilian Personnel Advisory Service and Department of Defense Deputy Chief Human Capital Officer.  She has oversight of civilian human resource plans, policies, and programs for 950,000 defense employees worldwide.  Ms. Garrett’s portfolio spans the full spectrum of the Human Capital Management, to include workforce planning, talent acquisition and management, development and sustainment, performance management, labor relations, and leader development.

Ms. Garrett is a seasoned executive who has served in key executive positions in the Department of Army and the Office of the Under Secretary of Defense since 2014.  In her 33 year professional career, she has focused on strategy, innovation and business process improvement in human resource management, healthcare administration and information technology. 

As a strategist and innovator, she led monumental legislative change that impacted the way the Department hires and manages performance.      

Ms. Garrett has served as a Healthcare Administrator in a large medical facility leading clinical and administrative teams in meeting Joint Commission Accreditation of Hospital Organizations standards on challenging issues in leadership talent management, clinical staffing, resourcing, patient care accessibility, and modernization of patient records. 

She served as the Executive Director, in a geographical move of an Army four-star headquarters from Atlanta, Georgia to Fort Bragg, North Carolina where she led a multi-disciplinary team of experts; she managed environmental and community impacts, facility utilization, economic adjustments, installation environmental restoration, military and civilian human resource impacts, real property disposals, base structure, and construction.

Ms. Garrett holds a Master of Science degree in Human Resource Management, Troy State University, Troy, Alabama; Ms. Garrett is a certified Senior Professional in Human Resources.  She is a graduate of the Federal Executive Institute.
