Felicia A. Purifoy

Felicia A. Purifoy has been serving as the Department’s Director, Office of Human Capital Services since August 2014 and currently serving as the Acting Deputy Chief Human Capital Officer.  She has 30+ years of extensive Federal HR experience to include areas such as strategic and workforce planning, succession planning, data analytics, HR policy development, and HR operations.  Ms. Purifoy spent the majority of her Federal years with the Internal Revenue Service, serving as the HR Officer and several years at the Department of Commerce where she served as the Deputy Director, Human Resources Operations Center and as the Director, Office of Policy and Programs. 

Of her many key achievements, Ms. Purifoy is most proud of her successful collaboration with internal and external stakeholders on Human Capital initiatives, programs and processes.  She defines success in her current job as ensuring the well-being and development of staff and being proactive to client expectations for HR service delivery while providing workable and legal solutions for timely meeting staff and customer organizational goals and deliverables.

Ms. Purifoy has received numerous recognitions throughout her career, to include the HUD’s Secretary’s award for exceptional program office achievements and the Department of Commerce’s Secretary’s Bronze Medal Award.

Ms. Purifoy attended Virginia Commonwealth University where she studied applied music (voice) and Germanna Community College where she studied criminal law.
