CHCO COUNCIL LEADERSHIP AWARDS PROGRAM

CRITERIA

These awards are given to Chief Human Capital Officers and Deputy Chief Human Capital Officers for their dedication and commitment to advancing and substantially improving Federal Human Resources through their participation and leadership in the Chief Human Capital Officers Council. Recognition will be given to individuals and groups who lead, create and promote advancements in the federal HR field through their work on the CHCO Council, that will have major impact on a government-wide level.

These awards are instituted to ensure that HR innovators and leaders are recognized for their achievements at the federal-wide level. The three categories for these awards will be: CHCO of the Year, Deputy CHCO of the Year, and CHCO Working Group of the Year.

ELIGIBILITY

Nominees must have been a member of the Council for at least 6 months, and must have regular attendance at the full Council meetings during the nomination year. Nominees can be Career Federal Government employees, senior executives or political appointees as long as they meet the other eligibility requirements.  By definition, members of the Council include any CHCO or Deputy CHCO (appointed or acting), Chair or Co-Chair of the Council.

AWARD CRITERIA

Nominees and their accomplishments must demonstrate a major impact on the HR field in the Federal Government that took place within the current fiscal year.  These may be in the fields of recruiting, selection, training and development, performance management, or other HR specialty or focus. This award may also be earned by a CHCO Council member who demonstrates outstanding leadership across the board in a variety of areas, and whose contributions to the Council in the nominating year are unparalleled. Accomplishments should show:

 

  • Leadership in an area of Human Resources management or policy that transcends agency boundaries;
  • A demonstrated ability to overcome obstacles presented by the scope of the interagency initiative;
  • Measurable or anticipated improvement in agency performance, linked to agency mission objectives, by the successful implementation of this HR process, product, or policy;
  • How the processes or policy is transferable through other agencies as a best practice.

HONOREE BENEFITS

Honorees:

  • Gain recognition through an OPM/CHCO Council press release;
  • Are honored at the CHCO Council Fall Forum where the CHCO Council Leadership Awards will be announced;
  • Are recognized in the Annual Report to Congress for their accomplishments and leadership;
  • Are recognized by and among their peers on www.CHCOC.gov;
  • Receive a CHCO of the Year award;
  • Have their name engraved on the Master CHCO Council Award plaque, to be displayed at OPM.

NOMINATION GUIDELINES

The inaugural Call for 2010 Nominations will be an abbreviated window of 30 days, from August 17th until September 15th. Only Council members (CHCOs and Deputy CHCOs) may make nominations for these awards. Self-nominations will be accepted.  Council members can only nominate one nominee per category (one CHCO, one Deputy and one Working Group). Nominations may be submitted electronically or in hardcopy and must include the Nomination Form, and a narrative description of the achievement.  For future years, the nomination window will be 60 days between  August and October.

NOMINATION

All nominations and optional supporting materials must be received by September 15, 2010.

EVALUATORS

The CHCO Council Awards Screening Committee will evaluate all nominations for eligibility and awards, and will make final award recommendations to the Chair.

AWARDS PRESENTATION

Awards will be announced and presented at the CHCO Council 2010 Fall Innovation Forum.
