MEMORANDUM FOR:
Human Resources Directors
From:
HENRY ROMERO (…signed 7/07/2000) ASSOCIATE DIRECTOR FOR WORKFORCE COMPENSATION AND PERFORMANCE
Subject:
Briefing on Proposed Settlement of Litigation in Nonforeign Area Cost-of-Living Allowance Program

We invite you or your designee to attend a briefing on the proposed settlement of litigation in the nonforeign area cost-of-living allowance (COLA) program. The Office of Compensation Administration will conduct the briefing at the Office of Personnel Management (OPM) on Thursday, July 20, at 1:30 p.m. in the Director's Executive Conference Room (Room 5A06A).

The law authorizes payment of COLAs to Federal civilian employees in Alaska, Hawaii, Guam, Puerto Rico, and the U.S. Virgin Islands. In a previous memorandum (CPM 2000-10, June 23, 2000), we informed you that the United States District Court of the Virgin Islands has preliminarily approved a stipulation for settlement of litigation concerning the COLA program, and we asked for your assistance in informing employees about the settlement. We appreciate the cooperation and assistance you have provided. We would now like to address any questions you may have about the proposed COLA settlement.

If you have any questions about this briefing, please contact Jerry Mikowicz or Kurt Springmann of the Salary and Wage Systems Division, Office of Compensation Administration, at (202) 606-2838; fax (202) 606-4264; or email at COLA@opm
