Alan Frank

Alan Frank was appointed the Deputy Commissioner for Human Resources (DCHR) on April 6, 2020. Mr. Frank also serves as the SSA’s Chief Human Capital Officer and Chief Diversity Officer, overseeing a staff complement of 375 employees with an operating budget of approximately $80 million to develop and administer the agency’s national Human Resource programs and policies including employee personnel matters, labor management relations, diversity and inclusion, workforce development, and learning.

Alan began his Federal career in 1987 at the Department of Health and Human Services (DHHS) as a Law Clerk, then Attorney Advisor, and Trial Attorney providing legal advice to Social Security. In 1997, shortly after SSA’s departure from DHHS, he moved to the Office of General Law and worked closely with the Office of Human Resources advising on employment law matters while also taking on positions with progressively larger responsibilities.

Alan was appointed to the Senior Executive Service in 2011 as the Deputy Associate General Counsel for General Law in the Office of General Counsel until April 2012 when he was named Associate Commissioner for Civil Rights and Equal Opportunity in the Office of Human Resources. In 2014, he accepted an appointment as Administrative Appeals Judge in the Office of Disability Adjudication and Review’s Office of Appellate Operations, which is now currently in the Office of Analytics, Review, and Oversight. 

Alan graduated from University of Maryland in 1984 with a B.S. degree in Accounting and went on to obtain his J.D. degree in 1987. Alan is married with two adult children and resides in the Baltimore area.
