MEMORANDUM FOR:

From:
Kay Coles James, Director
Subject:
2nd Annual Asian Pacific American Federal Career Advancement Summit

The 2nd Annual Asian Pacific American Federal Career Advancement Summit will be held in Washington, D.C., on May 13, 2003. The Department of Labor (DOL) and the U.S. Office of Personnel Management (OPM) are co-hosting this event. We wish to address the shortage of Asian Pacific American Federal employees in senior level positions by focusing on the development of managerial skills and assisting qualified candidates in meeting criteria for advancement.

The Summit features plenary sessions and workshops on: personal power and presence, leadership, and excellence. A special workshop features a discussion of the GAO Report: "Senior Executive Service--Effect on Diversity of Expected Large Turnover" and OPM's initiatives to build leadership capacity.

This Summit is one of DOL's and OPM's joint initiatives to identify and increase the number of qualified Asian Pacific Americans for leadership and management positions. Our unique partnership is focused on overcoming two challenges faced by the Federal workforce: a major human capital shortage as the baby boomer generation retires over the next five years and a shortage of Asian Pacific American Federal workers in senior executive levels

President George W. Bush is proud to lead a nation with 13 million Americans of Asian Pacific heritage. He has said: "The history of Asian Pacific Americans is really a history of great patriotism, people who were willing to sacrifice. It is a story of hard work. It's a story of influence on our society-scientific influence, architectural influence, music, art, significant contribution to our country." We need to tap this tremendous reservoir of talent for public service.

OPM encourages agency participation at this Summit . For additional information and registration, please visit www.apasummit.gov.
