Ms. Wiggins is currently the Deputy Director and Deputy CHCO, OHR, U.S. Agency for International Development (USAID), and has served in this Senior Executive Service leadership role since August 2007. She manages operations for an Office of about 110 direct hire civil service and foreign service employees, and manages additional contract resources. She is also responsible for HR policies, management information systems, audits and accountability, and Agency HR liaison with OPM and OMB. Her time in Federal service expands to seven Federal agencies and covers a period of approximately 34 years from Nov 1977 – Jun 2011 in: USAID, EPA, HUD, DOT (Transportation), DOT (Treasury), DOI (Interior), and DOD.

Other leadership positions that she held prior to joining USAID were: Assistant Inspector General (AIG) for Human Capital, EPA, for almost 3 years until Aug 2007; about 2 ½ years at HUD as Director of Human Resources, Senior Advisor/Project Manager for Enterprise Resource Planning, and Field Office Director in Greensboro, N.C; a year as Program Manager for Human Resources and Administration at Department of Transportation, Transportation Security Administration; about three years at Department of Treasury as Assistant Director for Planning and Workforce Development at the Federal Law Enforcement Training Center (FLETC) and Director, Office of Human Resources for FLETC, and Supervisory Personnel Management Specialist at Bureau of Engraving and Printing. Prior to then, she spent about three years at Department of Interior as Human Resources Director at the National Park Service. Her career began at Department of Defense (DOD), where she remained for about 16 ½ years and held HR leadership and management positions in six DOD locations around the country: Deputy Personnel Officer, Marine Corps Base Quantico; Senior HR Specialist, HQ US Marine Corps; Senior HR Specialist, DON – HQ Navy Civilian Personnel Command, Washington D.C.; Director, Staffing and Recruitment, OHR, NAS North Island, San Diego; Deputy Personnel Officer and Director, Wage and Classification, OHR, Puget Sound Naval Shipyard (PSNSY), Washington state; and Director, Staffing and Placement at PSNSY.

She earned several educational degrees and professional HR certifications. These include:

o Master of Arts, Business Management/HR Management, Central Michigan University (dean’s list)
o Bachelor of Science, Business Administration, Fayetteville State University (summa cum laude)
o SES Executive Development Program, OPM Certification
o Federal Executive Institute
o Human Capital Management Professional Certification

She was born and raised in Battleboro/Rocky Mount, North Carolina, one of nine siblings. She loves to travel and has traveled in the U.S. and abroad in many countries and islands. Among other areas of interest is her enjoyment of physical fitness activities, which led to her practice of aerobics and martial arts for years.
