Kimberly (Kim) Lewis serves as the Director, Office of Human Capital Management in the Office of the Chief People Officer at the General Services Administration (GSA). Ms. Lewis oversees the Agency’s strategic human capital planning, accountability, policy development, performance management, and training and development programs.
Prior to joining GSA, Ms. Lewis served as the Director of the Office of Human Resources and Deputy Chief Human Capital Officer at the Environmental Protection Agency (EPA). Ms. Lewis was responsible for the strategic leadership of all policy, planning, operational, and oversight activities associated with EPA’s human resources programs and policies. She was also responsible for supporting and facilitating the Agency’s mission and promoting the effective use of its human capital.
Ms. Lewis served as the Associate Deputy Assistant Secretary for Human Resources and Deputy Chief Human Capital Officer at the Department of Health and Human Services. Ms. Lewis provided strategic leadership for the development and implementation of human resources programs and policy for the Department. Ms. Lewis facilitated HHS’ mission by promoting effective management of its human capital and provided oversight to the Department’s Headquarters human resources offices as well as human resources centers that provided daily operational services for HHS’ operating divisions. Ms. Lewis was responsible for the Department’s corporate learning organization, HHS University, which provided common needs training and development opportunities.
Ms. Lewis has held several senior human resources leadership positions with the Department of Education, the Office of Chief Counsel, Internal Revenue Service, the Department of Interior, and the National Archives and Records Administration. Throughout her career, she has been responsible for all aspects of human resources and talent management functions, including management succession, compensation and benefits, training and development, diversity outreach, human resources policies and employee and labor relations. Ms. Lewis has demonstrated exceptional commitment, working collaboratively with stakeholders and providing innovative leadership in efforts to transform human resources operations and business practices.
Ms. Lewis holds a Bachelor of Science and a Master of Science from the University of Maryland. Ms. Lewis is a graduate of the Federal Executive Institute.
