As OPM’s Acting Deputy Chief Human Capital Officer and Deputy Associate Director for Human Resources, Andrea Bright provides executive leadership to the human resources program supporting OPM’s workforce of approximately 5,800 employees.  As Deputy CHCO, she assists the Chief Human Capital Officer in shaping corporate human resources strategy, policy, and solutions to workforce management issues within the Agency.

Since joining OPM in 1996, she has conducted research to identify critical competencies for numerous Federal occupations and has helped Federal agencies apply these competencies to their human resources initiatives.  In her previous role as the Manager of Classification and Assessment Policy, Ms. Bright managed Governmentwide policy in the areas of position classification, competencies, and personnel assessment.  Ms. Bright was responsible for updating the Federal Leadership Competency Model, Executive Core Qualifications and issuing guidance to agencies on assessing applicants for Federal jobs.
