Deputy Chief Human Capital Officer: Paula Chandler

Paula M. Chandler became the Director of the Human Resources Section with the Surface Transportation Board (STB) in November of 2008 and was appointed Deputy CHCO of the Small Agency Council in July 2012. She is responsible for STB’s overall Human Resources program, which includes succession planning, executive resources, hiring, employee relations and other HR administrative matters.
Mrs. Chandler began her career in federal service as a student intern with the U.S. Department of Transportation (DOT) in 1983. She spent the next 11 years at DOT, Office of the Secretary (OST), Human Resources in the HR Operations area honing her skills and reaching the journeyman level of an HR Specialist. Mrs. Chandler has extensive experience in all areas of Human Resource Operations including the opportunity to work as a Senior HR Specialist with the Transportation Security Administration (TSA) during the Agency’s formative years.
Upon leaving TSA in 2004, she became the Deputy HR Director for the U.S. International Trade Commission (USITC) and acted as the HR Director from 2006 to 2007. During her tenure at USITC, she was involved with the implementation of critical Human Capital initiatives including a new USITC Performance Management System and significant hiring initiatives for mission critical positions.
