Deputy Chief Human Capital Officer: Paula Chandler

Paula M. Chandler became the Director of the Human Resources Section with the Surface Transportation Board (STB) in November of 2008 and was appointed Deputy CHCO of the Small Agency Council in July 2012. She is responsible for STB’s overall Human Resources program, which includes succession planning, executive resources, hiring, employee relations and other HR administrative matters.

Mrs. Chandler began her career in federal service as a student intern with the U.S. Department of Transportation (DOT) in 1983.  She spent the next 11 years at DOT, Office of the Secretary (OST), Human Resources in the HR Operations area honing her skills and reaching the journeyman level of an HR Specialist.  Mrs. Chandler has extensive experience in all areas of Human Resource Operations including the opportunity to work as a Senior HR Specialist with the Transportation Security Administration (TSA) during the Agency’s formative years. 

Upon leaving TSA in 2004, she became the Deputy HR Director for the U.S. International Trade Commission (USITC) and acted as the HR Director from 2006 to 2007.  During her tenure at USITC, she was involved with the implementation of critical Human Capital initiatives including a new USITC Performance Management System and significant hiring initiatives for mission critical positions. As a part of the agency’s leadership team, Vicki provides daily leadership, direction, and implementation to human resources management services, policies, and programs to FLRA Presidential appointees, administrative law judges, senior executives, managers and employees.   She guides HR strategic planning & evaluation, advisory and consultative services, HR information systems, workforce development and training, executive resources, staffing/recruitment/placement, classification/position management, compensation/payroll, employee onboarding, benefits, health & wellness, workers compensation, reasonable accommodation, diversity & inclusion, and employee engagement.  She also manages FLRA’s EEO affirmative action, employee relations, performance management, and awards programs.

Vicki began her career in the legislative branch of government at the Government Printing Office (GPO) as an Outstanding Scholar with the Superintendent of Documents (SuDocs) organization. During Vicki’s 20 year tenure with GPO, she served as a Program & Management Analyst, Marketing Analyst, Supply Management Officer, and Distribution Facilities Manager for SuDocs Publications Sales & Reimbursable Programs, Federal Depository Library Program, and International Exchange Program.  Prior to transitioning to a new career in GPO's Human Capital, Vicki served as the Director of SuDocs Technical Support Group where she provided management and oversight over policy, procedure, budget, inventory, IT systems, personnel management, new organizational initiatives, and program evaluation.  In 2003, Vicki was recruited by GPO’s 1st Chief Human Capital Officer to lead HR studies where she conducted research and benchmarked HR best practices in order to transform the agency’s human capital programs and jump start the GPO’s Modernization Efforts.  She was then named Human Capital Manager for Plant Operations, GPO’s largest mission-critical component, before being promoted to Human Capital Director for the agency’s HR Operations in 2006. 

Vicki is a Harvard Kennedy School alumnus, holds degrees from Bowie State University in Counseling Psychology (M.A.) and Business Administration (B.S.), is an Excellence in Government Senior Fellow through the Partnership for Public Service, and is a licensed realtor in the state of Maryland.   She is a member of Blacks In Government, the National Association of Professional Women, the Small Agency Council and is a current co-chair of the Small Agency Human Resources Council (SAHRC).
