Chief Human Capital Officer: Cassandra Cuffee-Graves

Cassandra Cuffee-Graves was appointed as the Department of Education’s Chief Human Capital Officer in August 2014.  Ms. Cuffee-Graves is responsible for leading the Department’s human capital portfolio which includes: recruitment and staffing, learning and development, diversity and inclusion, labor and employee relations, workforce planning and development, work and family life, automation, policy and accountability, and human resources technology.

Previously Ms. Cuffee-Graves served as the Executive Director, Human Resources Operations, Programs and Policy (HROPP), Office of Human Resources Management (HRM) with the US Customs and Border Protection (CBP) providing vital support to more than 61,000 U.S. Customs and Border Protection (CBP) employees Nationwide and overseas..  In this role, she lead the agency wide development and implementation of CBP’s Human Capital Strategic Plan, provided a full range of human resources advice and services to all CBP programs; and lead the hiring of all Border Patrol Agents, Customs and Border Protection Officers, Air and Marine Interdiction Agents.  She has proven success in Human Capital Strategy and Operations, Human Resources Transformation, Program Management, and Executive and Stakeholder Communications.  During her tenure as Executive Director, CBP improved veterans’ employment, reduced time to hire, contributed to an initiative to create a highly capable cyber security workforce, and enhanced CBP’s strategy to address employee engagement.

Prior to her time with CBP, she served with the Federal Bureau of Investigation (FBI) where she provided leadership, direction and oversight of the FBI’s workforce planning activities, human resources internal controls, auditing and evaluation of human capital programs that affect over 35,000 employees worldwide.  Ms. Cuffee-Graves portfolio spans the full spectrum of the Human Capital Lifecycle to include: talent acquisition, development and sustainment, performance management, strategic workforce and succession planning, and leadership development.

Ms. Cuffee-Graves holds a Bachelor of Science degree in Marketing and Management from Virginia State University
